Universong 25 was the 25th edition of the Universong Contest, held from June 29th to July 15th, 2011. For the very first time, the Universong Contest had two host cities: Iasi, Romania and Istanbul, Turkey, because of the tie produced on the previous edition in Rome, Italy, between Catalin Josan from Romania and maNga from Turkey. Their respective songs, "Don't wanna miss you" and "Fly to stay alive", both had a tie with 133 points, both Romania was declared the overall winner by virtue of receiving points from more countries. This won't be the last time two cities host the USC: on USC 68, the contest would be held in Barcelona, Spain and Vaduz, Liechtenstein.

Two semifinals were held before the grand final. This would be the last time in which semifinals are held, until USC 32, because of the decreasing number of participanting countries, which would be stable during the following editions.

Four countries were disqualified in this edition, for not showing up during the voting days. Colombia in the first semifinal, Germany in the second semifinal, and Mexico and co-host Romania in the Grand Final.

The overall winner was The Netherlands. This country got its fourth Universong winning thanks to Kim-Lian and Linda Bengtzing, with the song "Not that kind of girl", scoring 155 points, the second best winning score up to that moment. With a 43 point margin, the runner-up was France, represented by the song "J'amerais trop" by Keen'V and Sap. Up to that moment, it was the biggest point difference between winner and runner-up, record eventually equaled in USC 51 and beaten in USC 56, USC 70 and much lately in USC 89. Sweden got third place with the song "Coconut tree", by Mohombi ft. Nicole Scherzinger. Italy (represented by Elisa) and Greece (represented by the duo of Kostas Martakis and Desislava) completed the top 5.
