The Citivision Song Festival 3, or CVSF 3, is the third edition of the Citivision Song Festival. It was held at the Movistar Arena in Santiago, Flag of Chile Chile, in early 2021.

Twenty-nine cities confirmed participation in this edition, warranting two shows for the first time in the history in the contest, as per the rules set by the International Council for Cities and Music. Ten cities debuted this edition. All cities are members of the council, as only members of the council are eligible to compete in the contest.

For the first time in the history of the contest, multiple national selections were held to determine the entry sent by a city. These national selections were held by Flag of Greece Athens, Flag of South Korea Seoul, and Flag of United Kingdom London.

Location[]

This is the second edition in which the rule set by the ICCM requiring winning cities to host the following edition was enforced. Following singer Karla Grunewaldt's win in Flag of United Kingdom London with the song Desatar, the ICCM began plans for the Santiago de Chile urban agglomeration to host this edition.

Santiago (/ˌsæntiˈɑːɡoʊ/, US also /ˌsɑːn-/; Spanish: [sanˈtjaɣo]), also known as Santiago de Chile, is the capital and largest city of Chile as well as one of the largest cities in the Americas. It is the center of Chile's most densely populated region, the Santiago Metropolitan Region, whose total population is 7 million, of which more than 6 million live in the city's continuous urban area. The city is entirely in the country's central valley. Most of the city lies between 500–650 m (1,640–2,133 ft) above mean sea level.

Founded in 1541 by the Spanish conquistador Pedro de Valdivia, Santiago has been the capital city of Chile since colonial times. The city has a downtown core of 19th-century neoclassical architecture and winding side-streets, dotted by art deco, neo-gothic, and other styles. Santiago's cityscape is shaped by several stand-alone hills and the fast-flowing Mapocho River, lined by parks such as Parque Forestal and Balmaceda Park. The Andes Mountains can be seen from most points in the city. These mountains contribute to a considerable smog problem, particularly during winter, due to the lack of rain. The city outskirts are surrounded by vineyards and Santiago is within an hour of both the mountains and the Pacific Ocean.

Santiago is the cultural, political and financial center of Chile and is home to the regional headquarters of many multinational corporations. The Chilean executive and judiciary are located in Santiago, but Congress meets mostly in nearby Valparaíso. Santiago is named after the biblical figure St. James. Santiago will host the 2023 Pan American Games.

Both the ICCM and BBC London received eight bids from the owners of eight venues across the London metropolitan region, five of which were in London proper. Out of the eight venues that bid, only three were shortlisted, and only two of the shortlisted venues were already constructed. In the end, the board of the ICCM, the Greater London Authority, and BBC London agreed on the O2 Arena as the host venue of this edition. The board of the ICCM released a statement saying "The O2 is an iconic venue, and its notoriety and familiarity among Londoners are what we believe will make this contest feel at-home here in London."

Wembley
Wembley Stadium 90,000 seated and 15,000 standing Largest venue to ever be submitted for a Citivision event. Would have required the building of a retractable roof. Bid went under fire for report released detailing expenses to be made for building the roof.
Wembley Arena 17,500 The only venue outside of London proper to be shortlisted. Host of the 2017 MTV EMAs, as well as many concerts by popular artists since its renovation in 2005-06.
